If someone is an inmate in the state prison system, his or her mugshot will probably be there. Sources at the county level—most sheriff’s office records systems—will not contain these mugshots, even if the offender was serving time or was arrested there first.

The Federal Bureau of Prisons (BOP) has an inmate locator.9 This database does not contain mugshots, but important details about inmates in federal facilities can be located via searches by their assigned BOP register number, DCDC number, FBI number, or INS number.
